Rag Rug Tool?

This mysterious tool was found lurking in a stash of material.
I'm a little stumped what it could be used for... the best I can come up with is for a rag rug.
Do you have any suggestions?

  1. I received something similar to that in the big stash of goodies last week. I was thinking that it was a latch hook thingy for rug making too.

  2. Gosh its a mystery to me. Looks like one of those hooking tools we used in the seventies *ahem* to make hooked rugs. They had a backing kind of like taPestry canvas only with a much broader weave. Good luck finding out how to use it!

  4. It looks like the punch needles we were using in a rag rug workshop this morning. It produces the same result as hooked rugs but instead of pulling the loops of fabric through to the front you thread the fabric through this tool and use it from the back to make loops.
